Altona Village Board Meeting
Thursday, March 6th, 2014
The board meeting was called to order at 7:00pm on Thursday, March 6th, 2014 by Mayor Derrick Appell. Those in attendance
were as follows: Mayor Derrick Appell, Clerk Shelby Attaway, and Village Trustees: Ryan, Dorothy, Carl, Terry, and Rich. Jerame
Cokel was absent. Also in attendance from the public were: Rich Wegner, Dale Grawe, Jason Chasten, Detective Brady, Steve
Thompson, Zach Page, and Carol Townsend.
Minutes were approved from the February 2014 meeting. Ryan motioned to approve and Dorothy 2nd the motion. Passes 5-0-1.
Water issues: Rich Wegner presented the board with a sheet of questions regarding water deposits. Derrick told him he would ask
the water-sewer department to answer those questions and present it next month.
Financial/Treasure’s report was given by Mark Compton. *NO TRANSFERS* water rates raise by 1.5% starting 4/1/14.
Motion to accept the bills for March 2014 was made by Terry and 2nd by Dorothy. Ayes: Dorothy, Ryan, Rich, Terry, and Carl.
Passes 5-0-1.
Old Business
The board discussed the revisions of the Alcohol ordinance. Carl motioned that Ryan and Derrick go over the ordinance together
and present it to each member of the board before giving it to Dawn for the final draft is written. 2nd by Jerame. The board
members discussed the 2014 appropriations. Motion by Carl for Derrick and Ryan to finalize numbers for ordinance and get back to
each board member. Carl presented the board with another option for the school property. A special meeting will be made for a
public meeting with the village lawyer. This date will be posted when available at the post office.
Committee Reports
Water/Sewer: Rich Cantrell asked if the security deposit for new water users can be increased. Derrick told the committee to get
together and look over the current ordinance to make changes. Streets/Garbage: ideas for North Olin St flooding were
discussed. Parks/Sidewalks: Dorothy talked to Knoxville school district, and CSC and they are willing to donate equipment to the
parks. Dale Grawe told the board that ROWVA school district may have chain link fence available if the committee wants to get it.
Public comment : Dale Grawe thanked the board for letting him speak during the meeting
Adjournment The meeting was adjourned at 8:33 by Ryan and 2nd by Dorothy. Next meeting will be April 3rd, 2014 at 7:00pm.

Special Altona Village Board Meeting
Monday, March 17th, 2014
The board meeting was called to order at 7:00pm on Monday, March 17th, 2014 by Mayor Derrick Appell. Those in attendance were as follows: Mayor Derrick Appell, Clerk Shelby Attaway, and Village Trustees: Ryan, Dorothy, Carl, Jerame, Rich and Terry. Also in attendance from the public were: Rich Wegner, Dale Grawe, Dawn Connelly, Andy Gibbons, Constance Robinson, Troy Voss, John Mills, Austin Woertz, and Annette Mills.
Special meeting is to discuss the proposed purchase of the Altona Grade School-baseball diamond property from the ROWVA School District and the various options of using or disposing of grade school building. Due to state statues the proposed proposal can not be accepted. Dawn Connelly explained that the problem is someone purchasing the property before the property has been acquired. Take bids for the sale of the property and open the bid and vote on bid. Other option is appraise the building and it would have to be sold 80% of the appraised amount. Once the building is acquired the village is liable for it. Dawn suggests to the board that the village buy a certain piece of the land and the school district sell the building-therefore they are liable for the building. Constance Robinson spoke to the board that she is interested in acquiring the building to make it a residential home. She told the board that it would need extensive work before it would be livable. Troy Voss had no comment. Andy Gibbons told the board that he hopes there is a way to keep the field and parking. Annette Mills said she would like to keep the field for the children, she would like to see the building be made into a home. Austin Woertz spoke in regarding about apartments to be made in the building. Terry said that the village would be responsible to tear down if abandoned? The school board is not willing to divide it off. They would like the village to purchase it and deal with everything. Rich motioned to accept the building/land offer for $1.00 from ROWVA school district and paying half the legal fees (sharing with the school district) with the intent of disposal of unwanted property. Rich withdraws all motions. Rich motioned to acquire the school building-land for $1.00 with the said agreement. Terry 2nd the motion. Ayes: Terry, Ryan, Carl, Rich No: Jerame, Abstain: Dorothy. Passes 4-0 abstain 1. Carl motioned to sell a piece of the property when the village gets the deed, and to take bids on selling the school building subject to tearing down and removing the building. Rich 2nd the motion. Ayes: Carl, Rich, Dorothy, Ryan, Terry. No: Jerame. Passes 5-0-1.
