Altona Village Board Meeting
Thursday, January 2nd, 2014
The board meeting was called to order at 7:00pm on Thursday, January 2nd, 2014 by Mayor Derrick Appell. Those in attendance were as follows: Mayor Derrick Appell, Clerk Shelby Attaway, and Village Trustees: Ryan, Dorothy, Carl, Jerame, Terry, and Rich. Also in attendance from the public were: Rich Wegner, Kevan Cooper, Dale Grawe, Louis Glossip, Brian Brady, Sharon Crawford, and Carol Townsend.
Minutes were approved from the December 2013 meeting. Terry motioned to approve and Rich 2nd the motion. Passes 6-0-0.
Financial/Treasure’s report was given by Mark Compton. *NO TRANSFERS*
Motion to accept the bills for January 2014 was made by Terry and 2nd by Rich. Ayes: Dorothy, Ryan, Rich, Carl, Terry, and Jerame. Passes 6-0-0.
Old Business
Kevan Cooper from BCZ discussed to the board that the tower project was paid out of pocket. The loan that was applied for and never used had principal forgiveness of the amount of $13,148.00. Motion by Rich to borrow $45,738 from EPA and motion to write a check to the state for the amount of $32,590 and Terry 2nd the motion. Passes 6-0-0. October water bill survey results have been posted at the library. Sharon Crawford with the ROWVA food pantry asked the board for a donation from the Village of Altona. She stated that the food pantry has spent $15,000 for the year, 2100 clients, 58-63 families per month (Altona-40% use the pantry). Terry motioned to donate $500 to the ROWVA Food Pantry and 2nd by Dorothy. Ayes: Rich, Dorothy, Terry, Jerame. Carl and Ryan no. Passes 4-2-0. Proposed Unsafe Building Ordinance that Wegner wrote up: Carl believes that we need to pass the ordinance. Terry said that we currently have state statues and ordinances that pertain to this issue already. Terry does not think that we need to produce another ordinance. Present ordinance is currently working according to Derrick.
New Business
Altona Grade School update: has not been offered to the village as of yet. 2014 Appropriations: Derrick told the board members to look through the current appropriation and to decide what they would like appropriated for 2014.
Committee Reports--Water/Sewer: storm sewer repair-Terry said target date is March 2014.
Employee report: Ryan asked if Jason could start plowing earlier and Jerame asked if he could use more cinders.
Announcements: Derrick read thank you letters.
Public comment: Rich asked if we called the state to enforce any violations. Derrick told him none that he was aware of. He also asked if BCZ will charge us a fee for us to get the refund. No BCZ does not.
Adjournment The meeting was adjourned at 7:58pm by Jerame and 2nd by Dorothy. Next meeting will be February 6th, 2014 at 7:00pm.
