Altona Village Board Meeting
Thursday, April 3rd, 2014
The board meeting was called to order at 7:00pm on Thursday, April 3rd, 2014 by Mayor Derrick Appell. Those in attendance were as follows: Mayor Derrick Appell, Clerk Shelby Attaway, and Village Trustees: Ryan, Dorothy, Jerame, Terry, and Rich. Carl was absent. Also in attendance from the public were: Rich Wegner, Dale Grawe, Jason Chasten, Detective Brady, Steve Thompson, Zach Page, Dawn Conolly, Kevan Cooper, John Mills, Jason McKee, and Carol Townsend.
Minutes were approved from the March 2014 meeting. Ryan motioned to approve and Dorothy 2nd the motion. Passes 5-0-1.
Financial/Treasure’s report was given by Mark Compton. *NO TRANSFERS*
Motion to accept the bills for April 2014 was made by Terry and 2nd by Dorothy. Ayes: Dorothy, Ryan, Rich, Terry, and Jerame. Passes 5-0-1.
Old Business
2014-1 : ordinance amending in its entirety Chapter 06 of the code of ordinances of the Village of Altona, Knox County, Illinois which chapter regulates alcoholic liquor in the village. Motion to pass ordinance as is was made by Ryan and 2nd by Rich. Jerame opposed. 4-1-1.
2014-2: Annual Appropriation ordinance. Motion by Ryan and 2nd by Terry. Passes 5-0-1 Ayes: Dorothy, Ryan, Rich, Terry, and Jerame.
2014-3: ordinance approving an intergovernmental agreement with ROWVA community unit school district #208 for the purchase of certain real estate located in the village of Altona. Motion by Jerame & 2nd by Rich to have a title search be done by Dawn. Ordinance is tabled.
New Business: Derrick is setting up a website for Altona for minutes-postings as well as a Facebook page. Donation request from ROWVA Youth committee. Terry motioned to donate $200 to the ROWVA youth committee and 2nd by Rich. Passes 5-0-1 Ayes: Dorothy, Ryan, Rich, Terry, and Jerame.
Committee Reports Water/Sewer: Water billing changes- Terry handed out changes in the water billing process he would like to have changed. Drainage tile in Moore’s field should be completed by the end of the month.
Streets/Garbage: North Olin St. flooding: board discussed options. Kevan Cooper handed out a map for 2014 street work. $29,000 total investment-but should pass resolution for $34,000. Jerame motioned to pass resolution for $34,000 on 2014 street work and use MFT funds, 2nd by Terry. Passes 5-0-1 Ayes: Dorothy, Ryan, Rich, Terry, and Jerame. Jason McKee told the board that the flooding on Olin St. has gotten worse in the past year and asked the board to hire a civil engineer to get this issue fixed.
Parks/Sidewalks: Dorothy called around the area regarding playground equipment. Ryan spoke regarding banners for the village. Flag light: Ryan put in another call and should be replaced soon. Ryan said some flags have been purchased.
Public comment: Rich Wegner asked what the clean up date is May 10th (tentative). He asked what the new sewer-water rates were. He was told 1.5%. He asked about any changing on the corner of Main and Depot. He wants a easement agreement-Jerame told him that he needs to do a title search. He said that there is already a website for Altona. Adjournment The meeting was adjourned at 9:18 by Ryan and 2nd by Jerame. Next meeting will be May 1st, 2014 at 7:00pm.
